There are many things that could be causing this cough. You need to have a veterinarian examine your bird to diagnose the cause, then a proper treatment can be administered.

Does anyone smoke around your bird? Air pollutants will cause this.

What diet is he on? If he is not eating pellets, like Harrison's, this could be related to nutritional deficiency.

You could try using a humidifier to moisten the air. It is not a treatment for any disease, but could help some of his symptoms.

No, sorry but your bird needs to see an Avian Vet before it dies. What you are describing sounds like pneumonia, and your bird needs immediate diagnosis and treatment from a qualified Avian Vet.

Call your Avian vet and tell them your bird is sick, and you need to bring it in. You can talk about the money part after your bird is diagnosed. See if they will arrange for you to pay them so much a week or every two weeks. If they are good enough to help you like this, DO NOT MISS EVEN ONE SINGLE PAYMENT as you are establishing valuable credibility with these people. We have had to do this on several occasions, and our vets were willing to work with us. If we had NOT PAID them, then they would no longer be willing to help us and our pets.

So, call an Avian Vet and get your bird in as quickly as you can. Your bird will die, and it is not that far off from the sound of it.
