Tell the owner that their bird needs to be seen by an avian vet to determine why it is doing this. It may have an internal infection that is causing this behavior. There is nothing you can do without knowing the cause of the problem.

Sometimes it is an allergy to colored pellets and chemicals in food. There are articles on our Parrot Training page about health and nutrition and switching to pellets. Please have them read these articles, and if the parrot is on colored pellets they need to switch it over right away to a healthy pellet like Harrison's pellets.
