Without more information, it is not possible to answer question very well. You did not state what the environment bird lives in is nor what your bird eats. Pulling out feathers usually means something is not right somewhere like changes in environment, lack of proper nutrition or a possible parasite problem.

I highly recommend you have your bird examined by an Avian Vet ONLY in your driving area. Do not take him to a dog and cat vet because they are not licensed nor trained in the care of birds and will either do nothing or incorrectly diagnose and treat your bird resulting in possible death.

Feather plucking usually takes the form of picking out chest feathers and not tail feathers, so you will have to see if your bird is sick before you do anything else. Sudden changes in behavior usually point to illness and possible pain, so move quickly on this.
