You cannot tell with young birds, and you would have to have a DNA test done by an Avian Vet to determine sex for a young bird.

For birds older than 6 years old, sometimes the female will lay egg, and then you'll know.

Wish I could be of more help, but it's not easy to tell the difference with young birds of any species.
