Baby Alexandrine Not Well

We are hand rearing 2 alex babies. They are 2 weeks old. One is doing really well and is healthy, the other is gaping from the mouth, and it is like it has no strength. His tongue is also more blue than the other chick. Can anyone please help us??? :(
