Considering how large their heads are compared to neck size, it is not abnormal for them to hold head down. At feeding time, heads should be held erect so they can be fed. If this is not happening, then you need to get your baby to an Avian Vet immediately to be checked for infection. Infection will devastate a nest of birds as bacterial infections are highly contageous and are contracted from parents who were not cleared by an Avian Vet before breeding.Since the babies have NO immune system, they die from these infections very quickly, so if your baby is not eating enough or is not holding head up to be fed, then there is a problem here and bird needs an Avian Vet immediately.

After the babies start getting in their feathers, they should be able to hold their heads up all the time, so it depends on how old this one is. The larger they get, the more food they eat and the stronger they become.
