baby gouldian finch

I have a baby gouldian finch that stays fluffed up and both wings are slightly dropped. He does fly and eats but does alot of tucking his head in his feathers to sleep. I have 3 other baby finches that act normal. He is 9 weeks old. Do you think there is something physically wrong with him?
