Baby ringneck won't sit up

As Tracie suggests, you need to take this baby to an Avian Vet as soon as you can get an appointment and get him in there. Also, these birds are too young to be weaned from handfeeding formula, so hopefully, the breeder has shown you how to do it correctly. If not, get back with her so she can. Though Ringnecks can wean a bit earler than the larger parrots, it is still a process, and baby birds don't just stop eating formula and start eating regular food quickly. Weaning is a process and handfeeding still needs to be done at least one or two times a day until babies are eating enough regular food in the form of organic pellets. All seed diets are killers of birds because they lack basic proteins, vitamins and minerals and supply lots of fat and carbs. Older birds develop all kinds of health issues due to eating an all seed diet. Here is a link to an article written by an Avian Vet about how to go about change from seeds to pellets. For weaning babies, these pellets can be soaked in a little water to make them softer so baby can eat more quickly. This mixture has to be changed out every two hours to prevent it from becoming rancid as is the case with all fresh foods of any kind.
Switching Birds to Pellets article

Before any changes, make sure this baby has been seen by an Avian Vet as babies have no immune systems to speak of and will succumb to an infection much quicker than an older bird. Your baby could also be weak from lack of food, so make sure you are still feeding baby parrot formula at least once a day if baby is eating good the rest of the day.

You need to have this bird seen by an avian veterinarian immediately. It is not normal.
