Bare neck on Scarlet Macaw

I have a ten month old scarlet macaw. Underneath his feathers he has a bald ring around his neck (just above the shoulders) where no feathers ever seem to come in. the spot isn't visible unless he is wet or you look underneath the feathers. I never seem to see feathers trying to come in. Is it normal for birds to not have feathers in some areas or should he be feathered from beak to tail?

Yes, this is normal. These are called featherless tracts or apteria.
