why is my turquoise parrot losing feathers and looking shabby around his tail feathers.

This could be a normal molt, it is hard to say since I can't see your bird. If your bird has bare spots, then Find an Avian Vet right away.

Shabby feathers can be from molting, disease and it could be a poor diet. Please make sure your bird is eating high quality pellets like Harrison's or Roudybush and not colored pellets or cheap ones like Zupreem or Lefabers that have sugar and a bunch of chemicals in them.
