but the seller of my eclectus said that a white nailed toe for an eclectus means that their is going to be a rare colour change in the eclectus is this true?

If all her other nails are dark, then this indicates a blood-flow problem. Birds kept on dowel rods will develop problems with circulation all the way up to arthritis. All birds need to be sitting on safe natural wood branch perches appropriate for their foot size.
I would advise changing your perches if they need it, and taking her to an Avian Vet for an exam to see what else could be wrong.
