hi, am worried of y there is this black irregular outline around the inside and outside of my ring neck beak, is it normal???

No one on the internet can tell you whether this is "normal" or not or whether your bird is sick or not. I do know that a Ringneck only 9 weeks old is still needing to be handfed using baby parrot handfeeding formula using either a spoon or syringe.

Please have your bird examined by an Avian Vet in your driving area and have them weigh him and take a look at the beak area. Also, have them show you how to handfeed if that's what your bird needs. Birds this size need to be handfed up to around 3 months before weaning even begins. While trying to wean, they continue to need to be handfed at least two to three times a day because they play with food at first and don't eat enough of it to sustain them.Sometimes they can be weaned a little earlier, so if your bird is eating a lot, he is probably weaned. If not, it is because he was weaned too early, and you'll need to go back to handfeeding for a while. Talk with the avian vet and see what they think.

Black lining means

Hi how are you?
The black lining on lower neck of your baby ringneck that shows he is a male baby and yes it's normal don't worry my alexandrine parrot has this black lining at the age of 6 weeks only, so there is nothing to worry about just take care of your baby and your self Bye
