Budgie constantly molting

My budgie has been constantly molting for a few months now. She drops her feathers, starts growing them back, and then promptly starts dropping feathers again. I starting getting concerned this week when she starting dropping the same feathers on her head that she had already dropped at the beginning of this long molt. She doesn't have any bald spots, and she seems fine otherwise, but I don't like the constant stress this must be putting on her. What can I do to make it stop?
