budgie feels really hot almost every time he eats

Hi, my budgies is about 2 years old. He used to feel hot when he would be eating his millet and would raise his wings. This would only happen when he would be eating a millet, but lately almost every time he eats his seeds he raises his wings as if he is feeling extremely hot. Please help! I feel like it stops my budgie from eating with ease. My other budgie who is 1 1/2 years old eats without any problem.
