Budgie quiet and puffed up for most of the day

I recently was given a 9 week old budgie to keep my 11 week one company, but the 9 week old one never or rarely makes any noise and is always puffed up whilst in the cage. It usually stays either on the side of the cage or on a perch rarely moving.

I do not see it eat as much as the other.

When out of the cage it flies a small bit then lands high up and stays there until I am ready to put it back.

I am just worried something could be wromng as I am a first time budgie owner.

Do I need to take it tothe vet or is this normal for a baby bird?
