You need to get an avian vet appointment ASAP! Please use this Find an Avian Vet link to find an avian vet for your bird so it can be examined to determine what is wrong and what the potential treatment might be.

Since your birds' beak is overgrown, you have to take it to an avian vet for a beak trim. When the beak is overgrown it's hard for them to eat, that's why he has a crusty face. You didn't say what your other bird died from, so your bird should have an exam while at the avian vet to rule out any infection or disease. Please do not try to trim the beak yourself. you could cause damage to the beak (splitting and cracking) or you could hit a blood vein and the bird will bleed to death. If your bird cannot eat properly due to an overgrown beak, it will slowly starve to death.
