if i start feeding my budgie fruit and vegetables now, will the crust on his beak go away?

I honestly do not know what you are talking about. If your bird has a crust on his beak that does not come with gentle washing with a washcloth, then your bird has an infection and needs to be examined by an Avian Vet. Take bird to an avian vet only, because dog and cat vets are not even licensed to look at your bird much less treat it. Until you know what this is, you cannot treat it with any over the counter meds either as you will surely kill your bird.
