Caique bare quills instead of flight feathers

Hi my bird was bought from my local pet store and I noticed instead of clipped wings he had clipped bare black quills that looked like the feather was stripped from them. I already have a bird and I know the molting gray/white quills that feathers are housed in.

He cant fly at all and only got one new feather on each side. I heard about overclipping of wings and that birds because of the discomfort stripp off the feather from the quill. He also has 2 small bald spots on both wings they are symmetrical though are these normal? It bothers me he can't fly is it overclipping or a birth defect? Will he ever molt out these feather quills or will he be rendered flightless for the rest of his life? Thanks
