Yes they can be trimmed and yes they grow back. Please take your bird to an avian vet for the beak to be trimmed. One good reason to Find an Avian Vet to do it, is to make sure that your bird doesn't have a disease causing the beak to grow too fast.

Usually birds naturally trim their own beaks by chewing on wood toys etc.
