Canary has loss of feathers around the neck and on the wings

Hello. I recently moved and the people here before me left their canary. I recently noticed that she has a ring around her neck that has no feathers, I also noticed that it looks like some of her wing bones are showing. I thought she could be molting but I haven't seen any feathers around the floor or in her cage. She doesn't seem sick but I'm worried there is something wrong with her. Any help or advice would much appreciated. Thanks.

Unfortunately she is either plucking or has a disease. Plucking can be a behavior problem or an internal problem that is bothering the bird that causes it to pluck the area.

Please Find an Avian Vet to look at this bird in person. Dr B can not tell over the Internet, because he would need to examine the bird in person.
