I have a 26 year old Blue Front Amazon. Every so often he sits on the perch and puts a claw in his mouth. Then a clear and sometimes yellow liquid drools from his mouth. Is this--some sort of regurgitation or something I should be concerned about.

Yes. You should have him examined by an avian veterinarian. X-rays are a good idea, as well as blood work. Also the vet should take a sample of this fluid for cytology and culture. Your bird should also be seen every year at minimum for regular check ups, and in my practice I recommend old Amazons like your be seen every 6 months.
