Chest Lump looks like a sac filled with seeds

My cockatiel, Mochi, has missing feathers on his chest. Today I noticed that where he has missing feathers there's a lump. This lump is translucent and looks like his seeds are stuck in there. He eats, drinks and sings like normal. Is this normal at all? Because it sure is scaring me.
