what to do if bird is choking and the vet isnt open cuz it is in the middle of the night or on the weekend?

The is not anything you can do. The best thing you can do is prevent the bird from choking by not providing toys or toxic items for the bird to get hold of. Birds will not choke on their food if they are healthy. So if you take your bird to an avian vet for yearly check ups then you will not have to worry about that either.
