A lot of birds tuck their heads under their wings when they sleep, but none of the parakeets I have owned ever did. My bird is a Quaker parrot (sometimes called a Monk parakeet because they have a long pointy tail). When she's really sleeping hard she tucks her head but when she takes little naps during the day, she just closes her eyes and opens one once in a while to see what's going on. She's three years old now so she doesn't nap as often as she did when she was younger.

Seems like your bird is trying to take a nap. They have very good hearing so when you approach to try and look at him, he opens one eye to see what's going on. My bird does this off and on during the day and sometimes she doesn't do it at all. Make sure your bird is covered at night so it gets good rest. They have good days and bad days too. Some days my bird is full of energy and mischief and other days she just likes to hang out. As long as your bird is eating and acting normal, I wouldn't worry about the little naps.

It depends, is this a new behavior? Does the bird do this off and on every day?

If this is a new behavior, then please use this Find an Avian Vet link to find an avian vet for your bird.
