Cockatail cannot fly.

He's one year old. He eats well (seeds), has normal droppings. His feather are perfectly normal. We change his water every day. He's in a very large cage with other cockatails both male and female. About three weeks ago we noticed he wasn't flying anymore. He will just climb his way up to where he wants and nothing more.
This morning we noticed he was shivering so we put him in a separate cage and put a single drop of Infants' Tylenol in a bowl of water for him and it has stopped. But we're still concerned about his loss on his capability to fly.
I would like some suggestions on what it could be and how to treat it. We don't have any avian veterinarians in my area.
