Cockateil Throat Flutter

I have a 4 week old cockatiel and it always flutters or kinda vibrates its throat. Especially if its resting. It'll close its eyes, open its beak just a little bit to where you can see its toungue wiggle and flutter its throat. I've had 15 cockatiels and never seen this before. Any ideas?
