Cockatiel feathers

Have a female cockateil she has small area on left and right3/4 way down body,just under wing of soft fluffy waxy feeling "down"fluff.She preens ,shakes and it floats off can anyone explain the function thanks from Vickie and Gypsy

All parrots have an under layer of down feathers. Under the wings is where less feathers and more down wlll be found. If this is not a plucking issue, then the down feathers are normal and help keep bird warm.

If this is anything else like bare spots or irritation, you will need to take bird to Avian Vet in your driving area for an exam.
