Cockatiel has allergies?

My hand fed cockatiel is 6 weeks and slightly weaning. He has started spitting this morning, more like a cough.
This is not only when he is eating but just sitting in the cage. He ate fine. His voice sounds a bit different today. We are experiencing high pine pollen and my throat is sore so I wonder if this bothers him.

Pollen may be bothering him, but it is also possible that he aspirated some of the formula. At 6 weeks of age he should be fed 2 times daily, once in the morning, once in the evening. You should be monitoring his weight so you will know when to reduce his feedings to once daily. This should happen when he is approximately 7 weeks of age. By 8 weeks he should be eating on his own and maintaining his weight.

The amount you are feeding him should be based on his body weight, so it is important to weigh him daily. He should be getting approximately 10-12% of his body weight in formula. If he weighs 100 grams, he should be getting 10-12cc of formula.

You should purchase an Avian Scale so you can keep up with the bird's weight.
