Cockatiel noises

This question is about my cockatiel that I've had for at least 7 years. The other day I noticed him/her sitting on the perch tilted forward and rocking and making cute little tweeting noises.

What does that mean if anything?

It sounds like your bird is just enjoying himself. If you see that he stays fluffed up or seems to have any breathing problems, then bird is sick. When a bird is sick, it has to go to an Avian(bird) Vet to be diagnosed and treated correctly. Any sudden changes in behavior mean bird is sick as well, so always keep a close eye on your bird as you have been doing.

Never ask pet store people what to do because they are not Avian Vets and do not know what to tell you. Never use any over the counter meds. Take a sick bird to an Avian Vet so he can be diagnosed as to what is wrong and correct dosage of correct meds prescribed.

We recommend birds be seen by Avian Vets once a year to make sure they are well and not hiding an illness or other physical problems. This includes basic bloodwork to make sure organs are functioning properly and tests for infections and checks for any growths or other problems with skin.
