Dark lumps at the base of tail feathers.

I have a scarlet macaw that I rescued a year ago from a neglectful owner. My macaw,Robert, has pulled out all his body feathers for a very long time before I had him. He has recently developed two dark, bluish bumps at the base of his tail where the feathers grow from. Robert does have his tail feathers, primary wing feathers and head feathers he can not reach. All these feathers and their colors grew fuller and in brighter colors now that he is on a proper good diet. These dark bumps have just started to appear. He is molting now as well. Are these bumps normal? Is there a way to stop his feather pulling? Thank you, Cynthia

Dark lumps under skin

These may be new feathers or it could be something pathologically wrong. I recommend that you have your bird examined by an avian veterinarian. It is also a good idea to have a complete work up for the feather plucking. I have attached an article that may also help with that. I am also glad to set up a phone consultation regarding the feather plucking. Every case is different and most are medical conditions.
