No it is not safe. Never put pictures up even in a bird's room of wild animals or any kind of animal or bird that is larger than the bird in the room. You see, bird's think pictures are real, and when they turn their heads to see depth, what they see in a picture is a 3 dimensional thing and pictures of other birds and animals scare them to death because they think they are real and about to attack them.

If you want something in your bird's cage, find one of the stainless steel mirrors without any frame made for birds. Make sure any toys you get are made for your size bird and steer clear of the acrylic ones which none of the birds like. Parrots of all sizes like wooden pieces strung on cotton rope because they all like to chew on wood and destroy it if they can. I recommend cotton rope because the nylon has less "give" in it and it is easier to get it wrapped around feet, legs and head where severe injury and death can occur.

Always make sure all toys are monitored because a toy that is all frayed and wearing out is a danger to the bird in the cage. The little sleep beds for smaller birds need to be left in the stores where they are found because they are a hazard to any bird's health once they get a bit frayed with any loose threads. Birds need to sleep on safe wood natural branch perches made for their size feet which is how birds in the wild sleep. It is safe for them to sleep on perches and not in something some human thinks looks cute.Everything we do needs to be done for the bird and not because we think it is cute and colorful. The bird's health and well-being are the only things we need to think about when outfitting their cages.

So, no pictures in a bird's environment at all unless they are small pictures or murals with flowers, vines and possibly very small butterflies or something along those lines.
