Desperate ringneck owner

My blue indian ringneck is 4 years old and had been treated for feather plucking for a few months about two years ago.She grew feathers again,but is now nearly completely bald.He seems energetic,eats well and likes talking constantly.

Please help!I have pet insurance who refused to pay for previous treatment due to the fact that the vet meant the bird was plucking his feathers.My bird has deterioted over time.
What can I do!?Help,does anyone have the same problem?the poor thing nearly is completely bald.could this be a disease?

It is always best to take your bird to an avian vet for testing when they start plucking. I know you said you did this before, but since it started again, it would be best to make another visit.

Most avian vets will take payments, so hopefully you will find one that will help you out with this.
