Christine, though I'd like to be able to answer your question, I cannot as I am not an Avian Vet. Even an Avian vet cannot answer your question until they are able to see your bird and get a history and perform some tests. Basic bloodwork will be done to see what kind of shape bird's body is in and then further testing will need to be done before any nerve damage can be noted.
Your Avian vet will ask you all about what kind of home your bird lives in, what kind of cage he has, about toys and perches. He will also ask about how you run your home in general. There are many toxins that will poison your bird and results will resemble stroke as these toxins will attack central nervous system. Air deoderizers are poison as are scented candles. Fingernail polish and remover will kills birds and perfume and aftershave will do the same. Cans of products under pressure will also kill birds if used in the home. Certain cleaners will poison birds, like too much bleach, ammonia and other strongly scented cleaning products. Bleach should only be used at a rate of 1 teaspoon per gallon of water, and it will kill everything at that ratio.
So, your question is far more complicated than we can work through without more information. PLEASE TAKE YOUR BIRD TO AN AVIAN VET AS SOON AS YOU CAN FOR A CHECKUP. Give vet a complete history of your bird's life including everything he eats and type of wood perches he sits on. Zinc and Lead will poison birds, and sometimes these toxins are found in powdercoating on cages and/or in hardware for toys, perches, etc. All things to think of when trying to get to the bottom of something like this.
