my budgie had dry blood on the top of his head do you know what happened to him?

If there are other birds in the cage, then the bird probably got pecked. If there is not another bird in the cage to peck the bird, then it must have injured itself on something in the cage or has something internally bothering it so that it scratched it's head until it bled.

No matter what, it is possible the bird may end up with an infection, so you might want to Find an Avian Vet to examine your bird.
