My mallard duck keeps quacking, what I perceive to be, painfully, while turning around in circles trying to bite an itch on her tail feathers?

This bird needs to be seen by an avian veterinarian immediately.

Your bird could have a parasite or infection in that area. You'll have to take him to be examined by an Avian Vet in your driving area. Do not take him to regular dog and cat vet unless they have an avian vet on staff because they don't know what they're doing with birds.
