Not sure what you mean by empty. If you mean unfertile eggs, then this is because she either has no male to fertilize them or birds are not ready to breed.

Birds have to be in optimum physical condition to breed, and this is controlled by a high quality organic pelleted diet like Harrison's. All seed diets and junk pellets like Zupreem or Lafaebers contain massive amounts of chemicals in the form of dyes, preservatives, chemicals to make food taste sweet and so on.

You cannot make birds breed who are not physically able to do so. Get birds on a diet that is made for birds and is high quality. Also, all breeder birds have to be examined by an Avian Vet before any breeding is attempted to make sure they are healthy and infection free. Sick birds produce sick, weak babies who usually die.
