end of toe falling off

one of my parakeets toe is falling off! i saw it when clipping his nails i thing it might have been caused by the toy in the cage so i toke it out and cleaned the cage to provent infection but i dont know if its hurting him or what to do.

he eats and drinks normally but stoped playing and tweeting with my other parakeet adout a week ago but i didnt think much of it i thought he was just sad because theres only a few hours of sun a day during winter in ny. he just sits in his cage and looks very depressed. what should i do. should i take him to a vet or is losing a toe normal forsome parakeets?
