feather plucking and swollen neck

hi I got parrot few weeks back that has plucked most of its chest hair out and also it wing has lost most its feathers its neck is also swollen I want to get the parrot back to full health as I dont want this bird to go threw and pain at all.

Dr B has answered this before, so I will post what he suggests.

Please take your bird to an avian vet for an in person exam to rule out infection and other health issues. Don't try home remedies before taking your bird to an avian vet, because they only mask the problem and make it harder for the vet to determine what is wrong and what the proper treatment should be.
