Feathers rigid

I have a Jenday Conure. IM curious on why his tail feathers are very rigid? I was told by the pet store to just put warm water to fix it. But they haven't seem to do anything?

Tail feathers are rigid, unless you are saying they are soiled with solid matter. If your bird is not preening, then it is sick and you need to Find an Avian Vet to examine your bird.
