This is impossible to answer given what little information you attached. It could be a problem with diet, and if bird is not being fed organic pellets and/or is eating junk food and all seeds, then it is a diet problem. Basically, your bird is slowly starving to death. Harrison's is the best organic pellet on the market, and it takes time to make the change from seeds to pellets. Here is link to article about how to go about this written by Avian Vet:

Make no dietary changes until your bird has been thoroughly examined by an Avian Vet in your driving area because this can also be caused by an infection or other physical issue. Take bird to ONLY an Avian Vet as dog and cat vets are neither licensed nor trained in the care of birds and will do your bird no good. They will charge you a lot of money to do nothing, so go to avian vet in the first place and find out what is wrong.
