Feathery Parrotlet

I've had Bruce, a parrotlet for almost two years. Over the past summer he seemed to have been pulling or losing a good amount of his feathers. We tried to get him to eat fresh food and cleaned his cage almost everyday. It has been three months and his feathers are still the way they were before. So you have any advice on what we should do?
