Birds molt twice a year at the end of one season and the beginning of another. If it has been less than that time, he just hasn't grown feathers back in. Feathers also come in a feather at a time, so all lost feathers will not be in at the same time. Birds out of condition from not being able to fly do not have the muscles built up to be able to fly. Poor feeding habits like all seed diets cause birds to be weak and sickly which will affect whether he even has energy to fly if he has feathers.

Your bird's cage needs to be large enough so he can stretch out his wings to the sides and flap without hitting anything including sides of cage. This helps to keep birds in good physical condition with or without clipped wings. A healthy diet of 80-85% organic pellets as the main diet will, in time, get your bird into great condition. It can take a year or more to get birds back into good condition if they've been eating poor diets. Birds literally are what they eat and drink.
