My bird went through a molt last year and her head looked like a cactus. It was hard for her to remove the white sheath herself so after a while of it not coming off, I helped her by gently rolling the white sheath between my fingernails until it crumbled and came off. Do not "pluck" the sheath off because you could pull out a feather and cause it to bleed.

Your bird is molting, and those are the new feathers coming in. They still have a blood supply, so are thick, hard and covered with a white sheath. Eventually the white covering will flake off and the new feather will come out. When that happens, it is no longer a "blood feather" and it will look normal.
You can help your bird with the molting process by providing water for an hour a two a day. Water should never stand in the cage for more than 3 hours, because the bacteria builds up and your bird can get bacterial infections. This is why we provide a Lixit water bottle for our birds to drink from.
