My bird "plays" with his food this way. We just laugh at him and call it "feeding his feathers".
He is on Pellets, and not seed. Pellets are healthy and seeds do not give proper nutrients.

Never heard of this, and it is not normal in any way. It could be that she is either dirty or has a skin infection or parasite of some kind and is using the rough seeds to scratch with.

First, you need to take your bird to an Avian Vet in your driving area to have her checked out for some kind of infection or parasite on her skin. Have her thoroughly checked out including a throat swab to check for bacterial infections and some basic bloodwork to see how her organs are functioning and if anything shows up in blood work like a viral infection of some kind.

Once she has been either cleared for physical causes or treated for something, consider changing her over to organic pellets as the all seed diet is killing her slowly. All seed diets are a very low quality, high fat, diet which causes older birds to have fatty liver disease, and younger birds to have skin problems of all descriptions. Quality of diet is major factor in healthy skin, feathers and bird.

Here is a link written by Avian Vet on how to go about the change, and do not begin this until she has been examined by an avian vet as a sick bird does not need any more stressors than they already have:
Switching Birds to Pellets article

There are several very good organic pellets on this site, and the reason for organic is to avoid pesticide/fertilizer residue, preservatives, dyes and sugar like additives all of which are just as bad for birds as is an all seed diet. Feed whichever one you choose following directions on package, and it takes time to make this kind of change, so do not starve your bird, just follow directions in article. Choose a food that is the correct size grind for your bird which is stated in the various ads.

Let us know how it goes and thanks for writing,
Linda
