Has my cockatiel's eye's drooped?

Hi, I've had my cockatiel for about 2 years just about 2 months ago I noticed that her eyes looked a bit different they sort of look as if they have drooped because I can see the bottom of the eye where the skin use to cover to the eye has loosened and I can see like a red fleshy part where that skin use to be. Is it possible that her eyes have drooped? If so, why might this have happened?
