Normally males birds of any species have a song they sing to warn other males off and to entertain you and a lady bird. As for talking, there would be no difference. Fact is, some birds learn to talk and some just never want to do it.

I have a pair of Red-Lored Amazons, and the male has a huge vocabulary while the hen only speaks in Amazon. They've both been exposed to same environment for the last 20 years, but only the male wants to talk and sing. Stella can say a very clear, precise "HELLO", but that is the extent of her vocabulary. Eli, on the other hand loves to talk and has even put together short sentences to ask for what he wants or to respond to a conversation husband and I are having. I have a crystal collection in their room, and we were recently talking about how lovely one of the new spheres was, and all of a sudden, Eli chimes into conversation with a very clear YES, so he was agreeing I suppose.

So, all parrots can learn to speak human and some will choose not to. Only the males have a mating song, so if you're more interested in song as well as talking then the male would be a good choice.
