Hi there, I think that you'll have to get a magnifying glass to get a closer look and see exactly what it is. If you have bed bugs it could be one and it will suck your bird to death. Check it out immediately; good luck.

A tick will fill up with blood. It is rare for a bird to get ticks indoors, so it is likely a scab.

If you determine the bird has a tick, you can add a tiny bit of garlic to it's soft food, and this will cause the tick to disconnect due to the taste of the blood.

If the bird has a scab, then you need to discover how it got injured to prevent this from happening again.
