How to know if grey parrot is settled in his new cage?

Hi how are you all?
This is really funny to ask this question but
For my knowledge I still want to ask.
How to know if a grey parrot is settled in his
New cage am I able to determine it and
How Would I know if he wants to become food independent
To day I tried to feed him using syringe tube but There were No
Feeding response from the baby he is 12 weeks old grey parrot
As I fed him he just throw the formula on me
My question is

Is it the right time to start weaning him ?

At last here in Karachi Pakistan nobody sells pellets for birds
Does parrot and conure world supply pellets in pakistan but alas I don't
Have a credit card but I can pay cash at the time of delivery
