i dont know if i should worry or not

my cockatiel has kind of red nostrils, and a little bit of, looks like chapped beak if that exists. and a little discoloration on his lower beak.(white)

Yes, you should be concerned. Dr B can't tell you what is wrong without an examination, so you will need to Find an Avian Vet for your bird. It could be an infection, allergy or a disease. Only an in person exam will reveal the problem.
