ill budgie

My budgie keeps loosing its balance and often falls off her purch, she can fly a little not like she used to be able to and often ends up on the floor. she has been to the vets who gave her antibiotics which did nothing at all. is my budgie dying? she has been like this for 2 weeks now. She has no lumps or swelling any where.
She used to be very lively, very vocal but now sleeps alot.
